goto command prompt run,press enter key

 type gpedit.msc, click ok

step3

goto administrative template and click on network ion and click on qos packet scheduler

step4

click limit reversable bandwidth and now select enabled option and make the speed to 0 in the drop box and click apply and click ok button and close the window..

successfully completed.....
